Obviously your local gun dealer is a lop and does'nt wanna look to hard. Yep, kind of man who wants to see his son work for the gun.  He always have a saying:  If I give you things that I worked so hard for, how are you going to learn by not going to work, earn nothing and expect everything's free?  You guys are lucky for getting me hands me down.  Winchester 1400 range master is a nice gun...good luck finding the parts for it.  I know there's a gunsmith nearby my place that'll accept you give'em a call, mail in your gun, explain the problems, they get right to work right there. Peic is broke off right at the but plate. Gun has been discontinued for a while. Local gunsmith I go to cant find anything for on it. Any one have any ideas where I can pic somthin up for it.
