A Sensible Gun Registration Plan That Will Work&lt;br&gt;&lt;br&gt;Vermont State Rep. Fred Maslack has read the Second Amendment to the U.S. Constitution, as well as Vermont 's own Constitution very carefully, and his strict interpretation of these documents is popping some eyeballs in New England and elsewhere.&lt;br&gt;&lt;br&gt;Maslack recently proposed a bill to register "non-gun-owners" and require them to pay a $500 fee to the state. Thus Vermont would become the first state to require a permit for the luxury of going about unarmed and assess a fee of $500 for the privilege of not owning a gun.&lt;br&gt;&lt;br&gt;Maslack read the "militia" phrase of the Second Amendment as not only affirming the right of the individual citizen to bear arms, but as a clear mandate to do so. He believes that universal gun ownership was advocated by the Framers of the Constitution as an antidote to a "monopoly of force" by the government as well as criminals.&lt;br&gt;&lt;br&gt;Vermont 's constitution states explicitly that "the people have a right to bear arms for the defense of themselves and the State" and those persons who are "conscientiously scrupulous of bearing arms" shall be required to "pay such equivalent." Clearly, says Maslack, Vermonters have a constitutional obligation to arm themselves, so that they are capable of responding to&lt;br&gt;"any situation that may arise."&lt;br&gt;&lt;br&gt;Under the bill, adults who choose not to own a firearm would be required to register their name, address, Social Security Number, and driver's license number with the state. "There is a legitimate government interest in knowing who is not prepared to defend the state should they be asked to do so," Maslack says.&lt;br&gt;&lt;br&gt;Vermont already boasts a high rate of gun ownership along with the least restrictive laws of any state .. it's currently the only state that allows a citizen to carry a concealed firearm without a permit. This is the 4th mule deer I have shot and by far the biggest. Didn't get to go this year, didn't draw a tag. Shot it in unit 22 outside of Rifle, Colorado @ 20 yards with 7 mm Rem mag. The thing about walked over top of me. I was kinda tired and had found a good ceder tree to lean up against overlooking a bowl and was nodding off to tell the truth. I just happen to pop my eyes open and there he stood just lookin at me like "what are you doin?" It kinda took me a second to realize that it was a deer standing that close and a shooter buck at that! Then the next thing that popped in my head was - "Why are you lookin at it dummy, SHOOT it!" I eased my gun up and amazingly the whole time he stood there broadside staring at me until I pulled the trigger. I passed on a smaller 4 point (8 point) that morning and am glad I did. Sorry about the dark picture but unfortunatly this is the only pic I got before it was mounted. I shot it in the evening and it was 4.5 miles back to camp and was dark by the time I got there. I took this quick picture at camp with my phone. It was so much fun chasing these things through the hills.  I was set up next to a mud hole and was told that later in the day the pigs would come to the hole to cool off.  The guide was exactly right.  The area was so thick that I had to set up about 20 yards from the mud hole.  I couldn't believe how quite these things were.  I just happened to look up and there was one already at the hole.  One shot from the 30-06 dropped him in his tracks.  My dad also got one later in the day that was bigger than mine. Made in less than 48 hours, not to bad. The weather had been warm and but there were some elk around and the deer should be rutting shortly. Hunted hard for elk but just couldn't find a legal bull. Saw plenty of cows and a spike bull (several times) but they aren't legal in this area. Had some good days out in timber but the last three days were the best as the game was moving. &lt;br&gt;&lt;br&gt;Had a black wolf sitting and staring me down at 251 yards as I approached the packs kill from the previous night, mulie doe. The second to last day started out with a pack of eight strolling by, four blond and four black. I was 310 yards away talking with two others hunters on horseback. Our presents didn't seem to bother them at all. Dam, I wish tags were issued! &lt;br&gt;&lt;br&gt;The highlight of the trip was the last day. I decided to hunt deer that morning. I left the trailhead a little late, 5:30. I dressed a little light cause the plan was to get to the zone at daybreak and sit as long as I could stand it then cover some ground hunting the ridges. I was heading to a point where I passed on two 4 point buck earlier during the week. With about 20 yards to go 6 does busted below me and snorted. I glassed them and also heard a snort way above me towards the top of the ridge. Not 20 minutes later I see two doe above me, behind them a buck. I wasn't going to be that picky but at first glance I could see this one was bigger that the two the other day. The nearest thing I could range was a tree at 350 that was ~50 yards in front of him. I let one go and it came back with a load THUD! I could taste blood....seriously though, wacked myself a good one! Anyway, he was still standing and slowly walking so I let him have it again. He started rolling after that one I'd have to say that was one of the best rifle shots I've ever made, 400 yds X2. This is the same friend that let me bring my daughter to his place for archery season. he has been a very good friend and hunting buddy of mine for along time now. i could not be any happier for him. I can't wait!  We are going to be primarily hunting out of ground blinds, maybe try some stalking depending on how many animals we see.   Both my Dad and I drew our doe tags as well.   Would you shoot the first doe, then sit back and wait for the big one???  Or should I wait on the doe?   &lt;br&gt;&lt;br&gt;We are going on leased land that my father has hunting on before (just got his mount back and is in the record book)  so there won't be anybody else except us there.   We will be towing our camper out and staying in that and "ruffing it" for the week. &lt;br&gt;&lt;br&gt;What cha got for me???
